scene at the indiana state fair as a massive gust of wind swept through a grandstand where hundreds of people were attending a concert. at least five people were killed and dozens more were hurt. cnn's jacqui jeras joins me now to take us through the time line and show us how this tragedy could have been prevented. >> it may have been prevented potentially, don. there was some kind of miscommunication error between warnings that were taking place and a clear message that evacuated people out of that stadium. this time line though will show you that there were a whole heck of a lot of things that did go right. first of all, starting at 5:30 that evening, the fair staff called the national weather service to get an update on the weather. this happened four times between 5:30 and 8:00. so that's good. they were communicating with each other passing information back and forth. at 5:57 a severe thunderstorm watch was issued. that means conditions are favorable for severe weather to develop and that did include the fairgrounds in indianapolis. at 7:04 and 8:09 p.m., an automated dialer syste

if we had indiana's tax structure, we'd have $11 billion more in our general fund. if we had wisconsin's we'll have 13 billion more. they're much higher tax states. what they're not telling you, despite being much higher taxed than illinois, they've done a better job growing their economies. i think that puts the whole taxation thing in the proper context. if you're taxing and spending on core services voters have every right to demand and expect. education, health care and public safety, you're doing what government ought to do. if you don't raise adequate tax revenue to fund services, you do what illinois has done for decades. you lie to the public and tell them you could have those services. guess what? you have never going to have to pay for them. it's snake oil salesmanship. we've run up huge debts. the only way to keep state government running is diverting money from pensions to funding current services.
